Job description
A North West London Borough require a Planning/Property Lawyer to deal with and advise upon all legal matters relating to the Council's property portfolio and potential acquisitions, including compulsory purchase and other general legal matters affecting the Council.
To give legal advice on and prepare straightforward and complex documentation relating to all property matters and to assist in the development of policy.
To conduct straightforward and complex inquiries (including compulsory purchase) matters, including evaluation of evidence, case preparation and advocacy.
To attend committees, working parties and other member level panels or meetings as required and to advise on procedural and specific legal issues.
To instruct Counsel as necessary, arrange case conferences and attend to Counsel at hearings / inquiries as required.
To manage casework and advise on strategic case management with a view to cost effectiveness.
KNOWLEDGE SKILLS / ABILITIES
1) Knowledge and understanding of law and procedure relation to town planning, environment and highways.
2) Ability to assist in the negotiation of planning obligations and to draft and settle planning and highways agreements.
3) Ability to prepare or advise on the preparation of reports to Cabinet, committees, and sub-committees in respect legal, procedural and/or policy matters.
4) Ability to obtain and evaluate evidence, prepare cases and appear as advocate on behalf of the Council before courts, tribunals, inquiries, and other bodies.
5) Ability to represent the Chief Executive and/or Director of Legal and Democratic Services at meetings of Cabinet, committees or sub-committees or other meetings and to give advice on matters of law and procedure.

6) Ability to communicate with and advise in writing or on the telephone, at all organisational levels including Members, Chief Officers and other departments (to be tested).
The postholder must be an admitted solicitor or barrister and have at least one year's experience in planning law and relevant experience in highways and environment law.
