Job description
My Client an East London Borough seek a Senior RICS member Surveyor strong on Development, Appraisals, Disposals, and acquisitions. The successful candidate will ideally have experience in similar roles for local councils.
Experience required:
Disposal and acquisition of property, through negotiation and compulsory purchase, development of property, property review, commercial estate management, rating and valuation (including asset and insurance valuations)
Approves valuations in accordance with the RICS Valuation and Appraisal Manual (The Red Book) and Standing Orders as appropriate
Advises on the efficient and effective management of all the Council's landholdings and contributes to the formulation of strategy and policy for effective management of the property portfolio
Undertakes property disposals of surplus Council property at the best value.
Identify and advise on development opportunities of Council owned land and disposes of the sites where they are not required for service delivery.
Provide advice to the Planning Division in the preparation of planning briefs and the negotiation of s106 Agreements, including knowledge of development appraisal and available funding generated
Inspecting and managing the Council's land and premises not in operational use or surplus to requirements?
Advising and negotiating partnership agreements and out sourcing professional and estate management services with the private sector
Assist the Head of Property Services to develop and implement a corporate property strategy and plan (Asset Management Plan) , with a clear policy direction, which is related to corporate plans in order to ensure the effective, efficient and economic use of the property resource
Support the Valuation and Development Manager to co-ordinate an inclusive property service which meets the Council's property aspirations, including capital projects, regeneration, estate management, facilities management and contract management.
