Strategic Property Surveyor

To contribute to the Property Planning Team’s role of identifying, analyzing, planning and delivering property change opportunities and requirements in line with the Companys and Service Unit’s objectives through –

· Active participation in Asset Management Planning
· Leading Strategic Property Reviews
· Delivering property transactions that deliver strategic property change

All work to be completed in a customer focused, quality, timely, competitive and cost effective manner.

MAIN OBJECTIVES

Contribute to the development of the companys Capital Asset Strategy, working to understand the accommodation requirements of individual Service Units, schools, the Policy Directorate and Elected Members and the corporate needs of the Borough, balancing those different needs, and assisting in the planning of the Capital Expenditure and Receipts Programmes to ensure that property best facilitates their service delivery and corporate objectives, and that property utilization and financial return are maximised

Contribute to providing the company with a pro-active and innovative Corporate Asset Management Planning service and to developing property policies

Provide focussed strategic property reviews (incorporating, where necessary, Options Appraisals), to deliver specific needs and objectives, or exploit specific circumstances, with an aim of maximising utilisation, performance and return, and ensuring that property aligns with corporate and Service Unit needs and objectives.

Review operationally surplus assets and ensure that the returns from those assets are maximised.

Contribute to the delivery of disposals in accordance with budget forecasts as to level of receipt and timing.

Contribute to the consideration of property acquisitions and the completion of acquisitions in accordance with budget forecasts and timing.

As directed complete extra ordinary property transactions that change the companys overall position and asset value and / or generate a capital or revenue receipt. These to be completed with the objective of resource maximization from the companys perspective (eg new lettings / lease variations and restructures / major covenant approvals etc).

Provide property valuations to ensure optimization of assets as a valuable resource/costly liability.
