Function Title : Section Head - Mechanical

Reports to : Operation’s Manager

Age Group : 30 to 50 years.

Global Role : Responsible for acquisition, tendering, execution &
Completion of all mechanical projects.

•Qualifications:

Degree/Diploma in Mechanical Engineering or equivalent.
Computer Literate and other related qualifications

•Experience:

RequiredMinimum six (6) years experience in Pipe line works and Petrochemical work, minimum four (4) years experience of working in a Managerial Level.

Desired Metallurgical background, knowledge and well experience of mechanical works in different industries and familiar with the International Codes related to the work like ASME – British Standards etc.

•Main duties & responsibilities:

–Acquisitions of mechanical work, review tenders, verify technical conditions.

–Primary control of all mechanical projects including fabrication shop.

–Ensure correct & timely work preparation for all projects including procurement of material, personnel & equipment as per required specific action by client.

–Organize site crews so that efficient operation can be executed.

–Instruct crew leaders / supervisors about the job(s) and guide them accordingly.

–Regular contact with client’s representatives, response to customer complaint, if any.

–Responsible safe completion of the Mechanical / Piping project as per contractual requirements within time and budget.

–Reports to General Manager with respect to progress and costs.

–Coordinate Planning Department for utilization of manpower and equipment as well as mob/demob.

–Taking care of construction equipment and construction tools (maintenance / good workmanship).

–Responsible for promotion and demotion of personnel working with him belonging to the mechanical crews.

–Contact with clients and prospective customers for acquisition of work.

–Review of project execution package, contract requirements, planning arrangements and propose amendments.

–Prepare and manage resources in an effective and profitable manner.

–Review and acknowledge the budget and accept the planning for the project.

–Evaluation and selection of vendors and sub-contractors.

–Implement, document and maintain a project quality system supported by the project quality manual.

–Maintain collection of documentary proof of the execution of the project activities.

–Implement and maintain the requirement for the Inspection and Test Plan.

–Prepare, approve and issue the relevant document required for the compilation of the invoice for the service rendered to the client.

–Engage and participate in Safety and Quality related reviews, audits and other activities as per required applicable documents and requirements.

–Collect production performance data as required by each job.

–Maintain records, evaluate and improve of the staff and production performance.

•Additional requirements:


–Inventory of mechanical equipment.

–Advise future investment on account of new equipment / personnel / training.

–Prepare work method statements with respect to employment / deployment of mechanical skills.

–Prepare inventory for a standardized tools-container for mechanical work “shutdowns”.

–Prepare Quality Control program for mechanical work in consultation with Head of Quality and Safety (HQS).

–Acquisition / promotion of mechanical capabilities of ANABEEB to clients.

–Advise management about the yearly incorporated budget, basically on man-hours to be forecasted.

–Experience in ASME standards is essential.

•Job boundaries and decision making:

Take any decisions necessary to resolve all technical problems associated with the project. Including overall control of all personnel working in the project. Administer the implementation of this project procedure and the quality plan. Overall and full responsibility to execute the job, especially in mechanical job as per the project quality requirements within the time frame allowed in a cost effective manner.

•Communication:

–The Mechanical Divisional Manager reports to the General Manager. He will be on bi-weekly basis invited for progress meetings (dates ad times to be settled).

–An excellent contact with his workers and staff is essential to promote a good work atmosphere.

–For official contacts with clients and other external agency: such as inspection, NDT departments and certification organization, it is essential that timely communication with ANABEEB’s management shall take place.

•General:

The rules and regulations within ANABEEB will prevail above third party requirements. In case conflicts will occur, management must be informed immediately.
