Senior Structural Engineer
Basic Objectives of the Post
To undertake professional duties as set out in this job description. The post holder will be expected to work as the Project Engineer and Project Leader for complicated projects, or series of projects.
Main Duties and Responsibilities
1.To undertake all the duties outlined in Appendix SE/1.
2.To act as Project Leader with minimum supervision as required, and assist the supervision of junior staff.
3.To assist the Structural Engineering Manager on projects or other works within the Group.
4.Initiate and set precedent and undertake research as required.
5.To promote the interchange of ideas to improve performance and job satisfaction.
6.To develop and maintain expertise in a number of specialist areas and to advise the team, management and other staff in those areas as necessary, and to undertake specialist tasks as required.
7.Certifying payments issued under building contracts.
8.To arrange provision of adequate cover for projects to ensure continuity during the absence of engineering staff in the team.
9.To prepare reports on project and non-project matters and attend meetings of the Council's committees as required.
10.To comply with the operating procedural requirements defined within the Groups Procedures.
11.To be aware of and comply with all appropriate Health and Safety legislation and good practice, including health and safety obligations issued by the Service.
12.To undertake training and promote the Council's Mainstreaming of Equal Opportunities Policy.
13.Whereas the postholder will normally be based in one of the offices allocated to the Service, he/she will also be expected to work in other locations as determined by the workload.
14.To undertake other temporary duties, consistent with the basic objectives and/or duties of the post (see Local Conditions of Service - Appendix IX).
Qualifications and Experience
Postholders are expected to hold a degree in Civil or Structural Engineering and have had over 5 years relevant experience in similar environment(s).

Responsibilities of a Structural Engineer - Part
1. General Services
1.1 Complying with good professional practice
Central Government building requirements and criteria
§ Statutory regulations relating to buildings and bridge (Highway) structures
§ Council Standing Orders, Financial Regulations and Instructions
§ Service Practices and Procedures
1.2 Ensuring that proper authority has been received
§ to undertake and advance the work
§ to issue instructions
§ to certify payments and
§ to certify any other matters (e.g. practical and final completion, extensions of time, release of bond etc).
1.3 Not making any material alteration, addition to, or omission from, the approved design without the knowledge, and consent of the Project Leader, who shall inform the Client except if found necessary during construction for constructional reasons in which case you shall inform the Project Leader who shall report it to the next meeting of the Client Committee.
1.4 Where and when necessary instructing consultants and specialist detail designers, directing and integrating their work and checking, and challenging their actions and decisions, generally, but not for the detailed design, or performance of the service entrusted to them.
1.5 Where other disciplines are associated within the design team ensuring that their views are properly reflected in the design and properly report to the client.
1.6 Checking of structural elements of Building Regulations and Entertainment licensing as required by Building Control.
1.7 Inspection and assessment of bridges and subways under public highways, and reporting thereon. Arranging and supervising maintenance and renewal/strengthening works as necessary.
1.8 Undertaking the duty for making and negotiating applications for Planning and Building Regulations approvals.
1.9 Inspecting, monitoring and reporting on remedial works necessary to defective building structures including carrying out necessary repairs such as underpinning, strengthening etc.
1.10 Carrying out design and site investigations for all new works and refurbishment projects.
Responsibilities of a Structural Engineer - Part 2
2.0 Normal Service
2.1 Outline Proposals
2.1.1 Assess client's requirements.
2.1.2 Preparing, describing and illustrating proposals including an assurance that the costs of meeting them will fall within acceptable limits.
2.1.3 Informing the client of any major decisions that are needed.
2.1.4 Receiving any amended instructions from the client.
2.2 Scheme Design
2.2.1 Presenting a report on the scheme, the estimated cost and timetable for the approval of the client service and committee.
2.3 Detailed Design and Production Information
2.3.1 Complete a detailed design, incorporating any design work done by consultants, nominated sub-contractors and suppliers.
2.3.2 Carry out all necessary cost checks.
2.3.3 Obtain quotations and other information from nominated sub-contractors and suppliers.
2.3.4 Prepare production drawings using Autocad and/or Vectorworks software.
2.3.5 To carry out risk assessments on all relevant projects.
2.3.6 Specify materials and workmanship required.
2.3.7 Supply information necessary for production of Bills of Quantities, if any.
2.4 Tender and Contract Action
2.4.1 Advising on the contract and the selection and appointment of the Contractor.
2.4.2 Obtaining and advising on Tenders. Reporting Tenders to clients and/or committee.
2.4.3 Supplying information to the contractor.
2.4.4 Arranging possession of the site, checking insurance, bonds etc.
2.5 Construction and Completion
2.5.1 Making period visits to the site as necessary to inspect the progress and quality of the work to determine if the work is proceeding in accordance with the contract documents.
2.5.2 Issuing certificates and other administrative duties under the contract.
2.5.3 Give guidance on maintenance.
2.5.4 Directing and controlling the finalisation of accounts.
Post: Senior Structural Engineer (PO3 – PO4)
Essential
Skills
1. Ability to undertake the full range of duties required of a Senior structural engineer.
2. Ability to undertake project leadership responsibility for the large and more complex buildings.
3. Ability to achieve high quality designs and construction within the fee scale, on programme and within cost.
4. Ability to develop and maintain expertise in a number of specialist areas.
5. To assist the Structural Engineering Manager to deputise when required.
6. Ability to communicate well, and to be able to present projects at officer and committee level.
Previous Experience
1. Substantial experience as a structural engineer, including design, working drawings and contract administration of a variety of bridge and building structures, including monitoring and repair of structural defects.
2. Experience of successfully leading a project team and achieving good quality work within the fee scale, on programme and within cost.
3. Experience of presenting schemes to clients.
Knowledge
1. Thorough knowledge of structural engineering practice and procedures, the design and construction process, Health and Safety, including CDM, quality management systems, fee management, project programming and resource planning.
Qualifications
1. Qualifications in civil/structural engineering.
