Proposals / Bid Manager
PURPOSE OF THE JOB:
To take responsibility for the development and successful delivery of pre-qualifications, proposals and tenders.
PRINCIPAL ACCOUNTABILITIES:
2.1 Ensure the timely preparation and submission of tenders to include all the necessary information so that our client secures the opportunity.
2.2 Ensure the timely preparation and submission of pre-qualifications to enable our client to be invited to tender for opportunities.
2.3 Take personal responsibility for proposals for projects of greater value/complexity
2.4 Manage and guide Proposal Managers and support staff.
2.5 Ensure all client IBP work winning procedures are adhered to for all prequalifications and tenders.
2.6 Take prominent role in the bid/no bid decision making process
2.7 Lead post tender negotiations accompanied, as appropriate, by Sales and Commercial/Legal personnel.
2.8 Ensure that the department records and reports on current and forecasted opportunities are maintained.
2.9 Taking responsibilioty for chairing the prospects and tenders meeting as well as compiling all the necessary information for that meeting.
DIMENSIONS:
Manage the tender budget for all prequalifications and proposals ensuring the total annual expenditure meets the annual budget. As a member of our clients management contribute to discussions, meetings and events relating to overall company development.

Contacts:
The job holder will have regular contacts with:
Our client Directors and Senior Managers to discuss and decide Company work winning strategy and to contribute to individual proposals preparation;
Their Group Business Development and Proposals staff to ensure compliance with Group strategy;
Current and potential clients to ensure business winning opportunities are secured.
Decision Making Authority:
The job holder will advise on the business winning strategy and the bid/no bid decision; will advise on whether an opportunity may be pursued within their Group rules; will decide on the resources required to complete each pre-qualification and tender; will develop/approve proposal execution plans; will select candidates for employment within department and will make financial commitments within the approved client matrix.
Problems & Challenges:
Improving our clients bid to win ratio while reducing proposals costs.
Finding sufficient resource to meet principal accountabilities
Developing a core team of “permanent” bidding resource.
Creating effective teams to work on proposals.
Specific Performance Standards:
Enhance productive working relationships by consultation and communication, building teams and providing support and guidance
Enable individuals and teams to identify their development needs
Implement and Manage Company Safety, Health and Environmental Policy.
KNOWLEDGE AND SKILLS:
The job holder should preferably be a chartered chemical or mechanical engineer with previous experience of managing major process plant tenders in the process contracting, oil & gas, or nuclear industries. They should have international experience, have detailed knowledge of technology applicable to the industries for which tenders are submitted. Additionally they should be commercially aware and familiar and comfortable in discussing contractual terms & conditions. The individual should also be prepared to review and question estimates prepared by others.
