Commissioning Manager – Topside Fabrication

Our Client is a world-class player in engineering, technologies and construction services for the Oil and Gas, Petrochemical and other industries. With nearly 50 years of experience in the design and construction of large industrial facilities, a wide range of state-of-the-art technologies and operational bases spread over the 5 continents, our Client is now looking for experienced professionals to support their expanding portfolio of global projects.

Location – Fabrication Yard, JB, Malaysia

Duration – 8-9 months (possible extension)

Nationalities – Malaysian / Asian Expatriates / International Expatriates

Key Objectives

The Commissioning Manager will provide leadership for the commissioning and handing over completion stage of the project to ensure high levels of accuracy, productivity and focus. Establish and coordinate activities of the commissioning team to execute and successfully complete the assigned project within the parameters of time schedule, cost and budget while maintaining safety, quality and client satisfaction through periodic meetings and reviews with staff, subcontractors and clients. The Commissioning Manager will have overall control and co-ordination of activities and facilities.

Principle Accountabilities

 Develop and specify the commissioning plans and procedures
 Prepare the Commissioning schedule and Commissioning team during Commissioning phase.
 Specify intermediate and final Key Performance Indicators (KPI’s) and ensuring that the nominated KPI’s are tracked and met.
 Develop detail review plan for the project technical specifications,
 Identify and advise in relation to resources required for Operations Implementation Program together with documentation and information requirements.
 Guidance of Project Engineering and Design teams on commissioning related issues throughout all phases of the project.
 Ensure the progress measurement of improvement and testing is set up across the project.
 Actively facilitate the transfer of learning and best practices across the project team and operations team.
 Motivate, coach and manage staff performance and development.

Requirements

• Must have at least Diploma in related discipline

• More than 30 years of experience within the oil and gas industry

• More than 10 years of experience in remote locations

• Experience in controlling and managing main & sub contractors workforce up to a max of 700 people

• The commissioning Manager will be based initially in KL Office for some setting up of systems / subsystems.

• 10 years of working experience and familiarization in commissioning criteria and database such as WIN, PCS, GOC
