The Role
To ensure the planning and execution of IP optimization, develop engineering processes for this company and support the Company’s Operating Companies with implementation in order to contribute to an optimal dimensioning and availability of the Core networks.

Technical policies, guidelines and procedures
1.Participate on technical policies, guidelines and procedures for technical operations. Plan and implement these together with the OpCo Operations Directors (ODs) and the Group Technical Operations Manager, to ensure adequate guidance for standardized Core network engineering, in order to assist the Group Engineering Operations Director and other colleagues in developing and meeting goals on technical performance of the operations. Particular focus will need to be given to Fraud Prevention.
Engineering tools
Develop IP engineering tools for the operating companies and HQ and support the implementation, in line with other existing tools, in order to optimally assist the operating companies in performing their Core engineering activities.
Technical audits
Participate to Definition of scope and organization of technical audits within the company’s Operations, as well as propose clear action plans and ensure implementation of these plans, in order to evaluate existing performance, processes, skills and plans and improve efficiency and quality of IP networks.
1.Optimization of infrastructure
Collaborate with Performance Analyst in Analyzing quality and performance of the IP Networks, with regard to technical KPIs, as well as propose solutions and identify support requirements, in order to improve quality and availability of the IP networks.
Switching Planning
Ensure the planning and execution of optimizing IP networks, within the engineering guidelines and with the Operations Directors of the OpCo´s, to ensure the quality of the networks within approved budgets.

1.Engineering assistance and IP plans validation
Ensure the timely production, collection, analyzing and validation of IP Engineering Plans, in line with internal guidelines and principals and with support of the Group Technical Operations Manager, in order to assure achievement of expansion objectives in an optimal and cost effective way.
Technical innovation
Monitor developments regarding new technologies in the industry regarding IP, investigate the need for new products and technologies, as well as implement new products and technologies, in order to improve products and technologies in line with market requirements.
Support
Support business development activities from an IP engineering point of view, in order to contribute to the realization of an optimal business development result.

Essential Requirements
· Graduate level (Telecommunications Engineering)
· Excellent Telecom engineering expertise
· Telecom Operational Management experience of cellular Operations preferably within Africa or similar type of countries
· Project management skills
· Knowledge of English and French (Arabic, Portuguese or African languages are desirable)

Strong knowledge of the following:

· IP Design, Modeling and technologies: IP, MPLS, v4, v6, Routing, Ethernet, SDH, DWDM, Juniper, Cisco, Extreme, Security. QoS (DiffServ etc..)
· GSM, GPRS, UMTS
· IP Design and Traffic Modeling related to mobile networks: GSM/GPRS/UMTS NSS circuit & packet Switching & Signalling Architecture, Sigtran, SS7, GSM/UMTS voice traffic, GPRS/UMTS data traffic.
· Risk Analysis Expertise: Disaster Recovery, Redundancy, Resilience, Capacity, Growth & Security.
· Billing & Provisioning
· PLMN Numbering Plan
· VAS traffic profiling, design & dimensioning
· Mobile IN, Mobile Internet, Location-based & Telemetry Solutions
· Vendor Knowledge: Ericsson, Siemens, Alcatel, Huawei…
· Protocol knowledge: SS7, SIGTRAN, SMPP, IP, ATM, SDH.
· Core Network Simulation Tools.
